About GVLC

Transforming Virtual Education Through Leadership, Relationships, and Innovation

Global Virtual Learning Consultants (GVLC) was founded by Mandy Perry, a pioneering leader in virtual education who believes that online learning succeeds when people come first. With over two decades in education, from classroom teacher to principal, state consortium president, and international speaker, Mandy brings both lived experience and systems-level expertise to every partnership.

Meet Mandy Perry

Mandy Perry has served as Principal of Pinellas Virtual School in Florida and President of the Blended and Online Learning Discovery of Florida (FLBOLD), a statewide consortium uniting district virtual programs to collaborate, advocate, and innovate. Under her leadership, Pinellas Virtual School grew from fewer than 100 students to serving over 7,000 annually and achieved an “A” school rating by the Florida Department of Education.

Beyond Florida, Mandy has co-lead the creation of the Novus Learning Network, in the UK, a new collaborative designed to strengthen virtual and blended schools globally. Her work continues to shape policy, practice, and professional learning across multiple continents.

Philosophy

At GVLC, we believe virtual education isn’t about technology, it’s about connection. Students thrive when they feel seen, teachers succeed when they are supported, and schools excel when systems are designed for both accountability and belonging.

Our work is guided by three core principles:

  1. Human First: Prioritizing relationships and wellbeing in every system.

  2. Equity Always: Ensuring all learners have access to opportunity and support.

  3. Innovation with Purpose: Using technology and AI to enhance, not replace, human connection
